So I've been using LR's for quite some time now and I've come to a very depressing conclusion. There is no reason to use a higher level LR. I have noticed barely any difference between the elm and the standard, and the viziam is lacking power for a prototype weapon as well.
The incredibly slight bonus in heat reduction (at amarr assault level 5 the std overheats at 20, the elm at 16 and the viziam at 11 rounds left) is not worth the increased fitting reqs and ISK price.
Then there is the overheat penalty going up so drastically. That counters any and all advantage of using the higher level lasers right off the bat. a 10% decrease in heat buildup is just not worth a 66% increase in feedback damage.
The LR operations skill is also incredibly lackluster. It doesn't really help the use of the LR that much. 9 times out of 10 after I have fired off the initial stream instead of letting it cool down I just reload so I actually have enough ammo in the mag to take down another suit. The only reason to go past LR ops I is to get LR proficiency.
If I were to change the skills I would make LR ops add 10 to 20 rounds to the mag every level as you really only have enough of charges in the mag to get up to a killing temp once anyway.
And to get a sane tier progression for the different level variants I would suggest the higher level LRs keep the very slight heat build up reduction, but make the advanced levels cool down faster to take advantage of the higher capacity mags. Making the OH feedback damage even across the board like scrambler rifles would also not punish people for using higher level gear. No other weapon has that penalty. Why single out the LR?
tl;dr Make the operations skill buff mag capacity, and make overheat feedback damage even across the board for all variants as well as making higher level weapons dissipate heat faster. |

It's like winning the lottery if you can actually put the extra damage you gain in the 9 (yes, that's all the extra shots you get with level 5...) extra shot.
For the costs involved in using a higher level weapon the benefit shouldn't be so meager. |
